IPSO protests against Christine Lagarde’s retaliation move

The ECB has developped a plan targetting ECB staff representation. The main move is to reduce the time that Staff Representatives could spend on their staff representation duties. It also prevent that Elected Board members of IPSO could be also active members of the ECB Staff Committee (e.g. ECB Workscouncil), by forbiding that time dispensation for IPSO work could be combined with time dispensation for Staff Committee work. There is also an explicit provision prohibiting IPSO to campaign in Staff Committee elections.

This “project” which was developped without involving the Staff Representation is presented as a strengthening of the staff representation framework. But the essential effect is to weaken staff representatives. There is, notably, no increase of resources or decision-making power of the Staff Committee. The ECB still reject the principle of having a negotiated approach to ECB staff working conditions.

This move is a clear retaliation for the survey launched by IPSO regarding President Lagarde’s performance, which was assessed to be “poor” or “very poor” by more than half of the respondents.

IPSO notably fight against favouritism at the ECB. Instead of investing effort to correct the problems we have in house, the ECB decided to shoot the messenger.

IPSO will do whatever it takes to defend its right to operate as a trade-union within the ECB.
