IPSO challenges ECB intimidation before the EU Court of Justice (PRESS RELEASE)
Defending the freedom of expression and association of ECB staff and union representatives
The International and European Public Services Organisation (IPSO) has filed a case before the Court of Justice of the European Union challenging measures taken by the European Central Bank to intimidate staff representatives. The action contests letters issued by the ECB Chief Services Officer restricting staff and union representatives from speaking publicly about workplace concerns, such as favouritism and the “culture of fear” at the ECB. According to IPSO, the CSO’s letters constitute an unlawful interference with the freedom of expression and association guaranteed by the EU Charter of Fundamental Rights and the European Convention on Human Rights. IPSO also warns that silencing staff and the trade-union undermines good governance, transparency, and the credibility of the ECB as an independent institution.
